Sébastien Proulx, lawyer

Sébastien Proulx was called to the Quebec Bar in 1999. He is a lawyer and strategic advisor. He is back at GBV Lawyers after a stint in Quebec politics. He mainly works in administrative law, public law and relations with the State. He was previously Director of Government and Institutional Relations at Desjardins Group.

In the 2007 Québec election, he was elected in the Trois-Rivières electoral district under the Action démocratique du Québec banner. In 2014 he joined the office of Premier Philippe Couillard as Director of Strategic Planning. Elected MNA in 2015 for a second time (and then re-elected in 2018), he was appointed Minister of Family Affairs in January 2016 and Minister of Education in February 2016. He also sat on numerous ministerial committees during that time.

As a communicator held in high esteem by the media and his peers, he has in-depth knowledge of how the Quebec government works and who is involved. Sébastien understands the socioeconomic and political issues in play throughout Quebec and has extensive experience in crisis management and the resolution of complex problems that directly or indirectly affect municipal, Quebec, and Canadian government. He is well versed in negotiation and mediation, having taken part in a number of successful arbitration cases during his political career.

He is currently working towards a master’s (with thesis) in public and constitutional law at Université Laval’s Faculty of Law.

Sébastien is also the author of the essay Un Québec libre est un Québec qui sait lire et écrire, published by Septentrion in 2018.
